Description
The Contractor shall furnish all labor, materials, tools, and equipment to Supply and deliver power and supplemental power and associated energy to the Ohio Edison substation, 69000 Volt-12, 470 Y/7200 Volt Power transformer capable of supplying at least 3750 KVA, located at Youngstown Air Reserve Station (YARS), Vienna, Ohio. Supplemental power and associated energy shall be provided in strict accordance with the Statement of Work and all other terms and conditions of the contract. The Contractor shall furnish firm electrical power and associated energy in the amounts by which the YARS main base load exceeds the Ohio Edison firm power and energy obligations as set forth in Contract No. F33630-97-D-0001 between the United States Air Force Reserve and the Ohio Edison. Main base is defined as the areas of YARS served through the Ohio Edison Transmission System. The rates quoted shall be the delivered price at the Ohio Edison substation located on YARS. FY-05 Power usage 7.5 million Kilowatt hours FY-06 Power usage 6.9 million Kilowatt hours SPECIAL CONTRACT PROVISIONS 1. CONTINUITY OF SERVICE: Service will be provided for the service period on a firm basis. The Contractor must have sufficient power available to provide service regardless of any interruptions of capacity at any single generating facility. 2. POWER TRANSFER ARRANGEMENTS: The contractor is responsible for negotiation of all arrangements with Ohio Edison?s Power Administration necessary to effect transfer of power from the contractor?s transmission system through Ohio Edison?s transmission system to the Ohio Edison substation located on Youngstown Air Reserve Station (YARS) to include metering and billing. 3. MONTHLY BILLING: Billing Quantities: a. The total power and energy supplied to YARS and the YARS substation will be metered in accordance with the applicable provisions. Determination of the amount of overrun power and energy to be furnished by the co-supplier during each billing period will be made using these metered quantities. The overrun power requirement for each billing period will be the difference between the YARS system demand in the current billing period and the maximum rate of the firm power obligation in the current billing period. b. The overrun energy requirement for each billing period will be the difference between the YARS system demand in the current billing period and the maximum rate of the firm power obligation in the current billing period. 4. METER READING AND PAYMENT OF BILLS: a. Meter readings will be accomplished in accordance with the applicable provisions of the contract between the United States Air Force and the supplier. Appropriate operating procedures shall be established by the contractor with Ohio Edison and any other utilities if necessary, to determine monthly the amounts of power furnished hereunder. Electric power and energy furnished hereunder shall be paid for at the contractor?s office monthly within 30 days after the bill submitted through and approved in the Defense Finance and Accounting Service (DFAS) system called Wide Area Work Flow (WAWF), such additional paper bill to be provided to YARS monthly on a prompt and timely basis with breakdown of usage and connection charges. b. In the event YARS detects any administrative, mathematical, typographic, or other similar errors in the monthly billing, YARS shall immediately bring the error to the attention of the contractor for resolution. If the matter cannot be resolved by mutual agreement, the dispute shall be resolved as set forth in Part II, Section I, Clause Number 49, entitled ?Disputes?. c. The contractor?s billing periods will be established to coincide with the meter reading schedules of YARS. Such readings will be taken as nearly as practicable thirty (30) days apart. 5. METERING: Power and Energy delivered under this contract will be commingled with the power and energy delivered under the Contract Rate of Delivery from Ohio Edison. Therefore it will be metered through the Ohio Edison metering system located at the Ohio Edison substation on YARS. 6. SPECIAL RFP REQUIREMENTS: The specific requirements of this request will be provided upon the initiation of a solicitation for proposals and the evaluation criteria will be provided. 7. National Energy Policy Act: At such a time, at a date unspecified, the Government reserves the right to utilize and consume renewable energy in accordance with Executive orders and laws.In addition it is the Government intent to purchase 3% renewable energy through 2009 and 5% by 2010 through 2012. CONTRACT ADMINISTRATION DATA 1. CONTRACT ADMINISTRATION: This contract shall be administered by the 910TH Contracting Squadron, 3976 King Graves Rd, Unit 31, Youngstown Air Reserves Station, and Vienna Oh. 2. INVOICES: Invoices will be submitted Defense Finance and Accounting Service (DFAS) using Wide Area Workflow (WAWF) as described in DFARS Clause 252.232-7003. a. Invoices shall include the following information: 1) Contractor?s name and address. 2) Contract number. 3) Period of performance covered by the invoice (inclusive dates). 4) Point of delivery. 5) Quantity delivered, unit cost and extended amount by sub-line item(s) to include renewable energy as a sub-line item. 5) Total amount of invoice by contract sub-line item(s). 3. PAYMENT: Payment shall be made through electronic funds transfer by DFAS. Therefore the Contractor shall be required to be registered in Central Contract Registration as described in FAR Clause 252.204-7004. 4. PERIOD OF PERFORMANCE: The period of performance of any contract awarded as a result of a solicitation shall be determined as such not to exceed 5 years. 5. POINT OF DELIVERY: The point of delivery is the Ohio Edison Power Administration substation located on Youngstown Air Reserve Station Vienna, Ohio.
