- NASA/GRC has a requirement for a one-year service contract for a Philips Model CM200 Electron Microscope. NASA/GRC intends to purchase the items from FEI Company in Hillsboro, OR. The sole source is under the authority of FAR reference 13.106-1(b)(1), only one responsible source and no other supplies or services will satisfy agency requirement. FEI is the OEM's service representative company employing Philips factory trained service personnel. As the authorized representative of the OEM, FEI has access to the proprietary schematics associated with servicing of the equipment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) in FAR Part 13. The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 pm local time on 1/19/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
