- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for MK13 Mod 0 BTV-1EL Diversionary Hand Grenade made in accordance with Government Automated Data Lists, Drawings, Specifications and Quality Assurance Provisions. This requirement is sole-source in accordance with FAR 6.302-1 to NICO PYROTECHNIK, Bei Der Feuerwerkerei 4, D-22946 Trittau, Germany. The Government requires a minimum/maximum quantity of 101,000/415,000 hand grenades. Also required are 69 first article units, which may be waived if the contractor has made same or similar hand grenades within 90 days of contract award. First Article units are due 150 days after contract award. If First Article units are waived, the first production quantity is due 150 days after contract award. Requests to receive the data shall be referred to Commander, Code 0562NG, NSWC Crane, Indiana 47522-5001. Delivery is required F.O.B. Origin. The solicitation will be available on or about 31 January 2007 at the following address: http://www.crane.navy.mil/acquisition/synopcom.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. ?No hard copies of the solicitation will be mailed?.
