- In accordance with OMB Circular A-76 (Revised May 29, 2003), the National Park Service (NPS), a bureau of the Department of the Interior, announces a streamlined competition for turf maintenance functions in the metropolitan areas of the National Capital Region (NCR). Affected parks/park units include the National Mall and Memorial Parks (NAMA), George Washington Memorial Parkway (GWMP) which includes the Clara Barton Parkway, National Capital Parks East (NACE), Chesapeake & Ohio Canal National Historical Park (CHOH), and Rock Creek Park (ROCR). There are approximately 44 full time equivalent (FTE) Government positions and approximately 25 contract man-year equivalents (CME) currently performing these functions. As required by OMB Circular A-76, we will compare the cost of the Government's most efficient organization (MEO) to estimated private sector costs. The projected end date for the competition is 135 calendar days from the date of this announcement. The NAICS code is 561730. The National Park Service Competitive Sourcing Official is Stephanie Dubois, (Acting) Assistant Director for Administration, Business Practices, and Workforce Development. The Contracting Officer is Tom McConnell (tom_mcconnell@nps.gov). The Agency Tender Official (ATO) is Dottie Marshall. THERE IS NO SOLICITATION AT THIS TIME.
