- In accordance with OMB Circular A-76 (Revised May 29, 2003), the National Park Service (NPS), a bureau of the Department of the Interior, announces a streamlined competition for technical and administrative activities performed in support of the Harpers Ferry Job Corps Civilian Conservation Center (JCCCC) located at Harpers Ferry, WV. There are approximately 15 full time equivalent (FTE) Government positions and approximately 58.3 contract man-year equivalents (CME) currently performing these functions. As required by OMB Circular A-76, we will compare the cost of the Government's most efficient organization (MEO) to estimated private sector costs. The projected end date for the competition is 135 calendar days from the date of this announcement. The primary NAICS code is 611000. The National Park Service Competitive Sourcing Official is Stephanie DuBois, (Acting) Assistant Director Administration, Business Practices, and Workforce Development. The Contracting Officer is Mary Ray (Mary_Ray@nps.gov). The Agency Tender Official (ATO) is Christopher Jarvi, Associate Director Partnerships and Visitor Experience.
