- The Aberdeen Area Indian Health Service (IHS) is soliciting proposals from interested firms to provide medical record coding, outpatient PCC, inpatient and surgical data entry, and third party billing services for the Aberdeen Area IHS (hereafter referred to as IHS) for various service units and the MDT Unit located in the Aberdeen Area. The contractor will provide these services and accounts receivable and posting services for Service Units and the MDT Unit as outlined in the Performance Work Statement. Contractor shall obtain full financial reimbursement and ensure that outpatient, inpatient, and surgical revenue generation data is coded and entered correctly into the Resource and Patient management System (RPMS). The Indian Health Service reserves the right to award either a single contract or multiple contracts as a result of this quotation. The IHS anticipates a fixed price type, non-personal service, performance based contract for (1) one base year plus (1) one option year. The contract(s) shall be awarded pursuant to Federal Acquisition Regulation (FAR) 37.4 Non-Personal Service Contract (10 U.S.C. 2304 and 41 U.S.C. 253), FAR Subpart 13.5, Test Program for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b), FAR Part 12, Acquisition of Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), and FAR Subpart 37.6, Performance-Based Contracts. This solicitation is restricted to small business, 51% Indian owned (Native American/American Indian) business concerns in accordance with the Buy Indian Act (25 U.S.C. 47).
