- Lakehurst Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the KC-130J Program: Auxiliary Powwer Unit (APU) Dolly, Six (6) each, P/N- 3401207-5; APU Adapter Assembly, Six (6) each, P/N- 3402489-69; and Quick Engine Change Assembly (QEC) sling, one (1) each, P/N- ES125155-1. The APU Dolly, Part Number- 3401207-5 is used to transport the APU along with adapter, P/N- 3402489-69 provides maintenance personnel attaching points for the carriage assembly with a quick release pin to attach to the APU winch lug in order to secure the APU during installation and removal. The QEC sling, P/N- ES125155-1, is used to remove and install a QEC. The forward lift fitting of the sling assembly will be an inverted ?u? shape heavy casting with two fixed brackets fit under the engine mounts and two movable brackets on each leg. The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. Lockheed-Martin is the sole designer and developer of the Quick Engine Change Assembly (QEC) sling, P/N- ES125155-1, APU adapter, P/N3402489-69, and APU Dolly, P/N- 3401207-5. Lockheed-Martin liscensed KWD Manufacturing, Inc. to manufacture the QEC sling, P/N- ES125155-1, APU adapter, P/N3402489-69, and APU Dolly, P/N- 3401207-5. Lockheed Martin and KWD Manufacturing, Inc. are the only manufacturers of the the above listed items. As the original equipment manufacturer (OEM), Lockheed-Martin owns the technical drawings, specifications, and data rights relevant to manufacture, repair, and comply with the original government specifications. KWD Manufacturing, Inc. of San Antonio, TX is the only known authorized source for direct distribution of the specialized part numbers listed above. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
