Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure from Applied Fiber Manufacturing 25 Garrett Drive, Havana, Florida 32309 a Quick Disconnect System. The Quick Disconnect System safely dissipates recoil produced when releasing 9/16? rope made of high strength Aramid fibers. The Quick Disconnect System needs to be integrated into a high strength potted termination and is required to be lightweight (no more than 2 lbs) and rugged/resistant enough to withstand flight deck shipboard conditions and handling by Naval personnel. The potted termination must be compatible with a new rope construction consisting of an unjacketed single braid Technora with high pics/inch and a light abrasion resistance coating. Applied Fiber Company is considered the only responsible source and has a proprietary potted termination process that guarantees the rated strength of potted terminations to ensure safe operation. The proprietary process uniquely engages individual fibers for added strength and quality assurance. It is likely that an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Applied Fiber specializes in the development of applications such as this. Use of other sources may cause the rated strength of the assembly to vary more than 20% causing potential safety hazard to both personnel and equipment. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
