- I) This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W9127Q-07-T-0004 is being issued as a Request for Quotation. (III) This solicitation incorporates p rovisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-14. (IV) This acquisition is unrestricted. This procurement is issued as unrestricted. This advertisement is for Brand Name or Equal . Please note that the re cipient of this award should be an AVAYA CERTIFIED BUSINESS PARTNER. This is so that the vendor may obtain the necessary switch logon from Avaya when the need arises. Additionally, if the vendor were to go out of business or otherwise become unable to fu lfill the terms of the contract, Avaya will assume the responsibilities from a business partner but not from a vendor that is not a business partner. Avaya will support work performed by a business partner, but will not support that of a non-business part ner. Be sure to respond as to what is your Company status with Avaya. NAICS Code is 334210 and the size standard is 1000 employees. The contract will be awarded under Source Selection procedures specified in the solicitation per FAR 15.3. Each offerors p roposal will be thoroughly evaluated and award will be made to the offeror whose proposal is determined to be the most advantageous to the Government based upon the evaluation criteria set forth in the solicitation. Proposals will be evaluated on the follo wing factors: Past Performance, Technical and Price. The solicitation will be available to interested parties ELECTRONICALLY ONLY, NO PAPER COPIES WILL BE AVAILABLE.
