- The Social Security Administration (SSA) intends to negotiate solely with Visual Numerics Inc., 2500 Wilcrest Drive Suite 200, Houston, TX 77042, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the contracting officer has determined that the circumstances of the contract deem only one source reasonably available for the maintenance and update of this software products licensing. The IMSL Fortran Library Software is a comprehensive library of mathematical algorithms used by Fortran programmers to develop high performance computing applications. The vendor (Visual Numerics Inc.) owns all proprietary rights to the software?s licensing and is the only responsible sole source for the maintenance, updates, fixes, along with software upgrades. The Government anticipates the award of a firm-fixed price purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures for a twelve month performance period. Responses to this notice should be submitted by January 2nd, 2007. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
