(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regul ation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES -07-T-0031 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference hav e the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil/ (iv) This solicitation is set-aside 100% for small businesses. The associated NAICS code is 332420 and the small business size standard is less than 500 employees. (v) This requirement consists of one line item 0001 Provide one (1) 15,000 gallon Marine Fuel T ank. Detailed information regarding this item is available as Addendum I Scope of Work (vi) Work to be completed under this purchase order will consist of the following: 0001 Manufacture or purchase one (1) 15,000 gallon steel aboveground outdoor, UL-14 2 double-wall fuel tank. Tank shall be designed to conform to the International Building Code criteria for Seismic Zone 4. (vii) Deliverables and acceptance of deliverables will be FOB DESTINATION, Memphis, TN. All items are to be delivered as of 20 Feb ruary 2007 (viii) The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. (ix) 52.212-2 Evaluation Commercial Items applies to this solicitation. The following text has been added: The following factors sha ll be used to evaluate offers: (i) Past Performance a. Provide examples of experience in building fuel tanks of this size (ii) Technical Capability a. Able to meet UL 142 Technical and past performance, when combined, are approximately equal to price. (x) The provisions at 52.212-3 Alternate I Offeror Representations and Certifications--Commercial Items (Mar 2005), 52.219-6 Notice of Total Small Business Set-Aside, and 252.212-7000, Offeror Representations and Certifications Commercial Items apply to th is solicitation. The contractor shall return a completed copy of these provisions with its quotation. Paragraph (b), Taxpayer Identification Number (TIN), of provision 52.212-3 does not apply. A copy of the provision may be attained from http://www.arne t.gov/far. (xi) The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition.
