Description
Notice of Contract Action for a Sole Source Procurement for POSS-Polyimides. Edwards Air Force Base, CA intends to award a Sole Source purchase order to Dr. Timothy Minton, 108 Gains Hall, Montana State University, Bozeman, MT 59717 for research and testing on the effects of atomic oxygen (AO) and Ultraviolet (UV) light on POSS (Polyhedral Oligomericsilsesquioxane)-polyimide (PI) films. This work will include the exposure of at least 3 batches of POSS PI films up to 8 samples per batch to a well characterized AO source with AO flux and vacuum conditions representative of the low Earth orbit (LEO) environment with the erosion yield characterization and XPS data for up to 16 types of samples. Up to 16 1 by 1.5 in samples, and up to four 2 by 3 inch samples will be exposed to AO and UV. Besides an AO source, the utilized vacuum chamber must also have an UV/VUV source and a sample holder that can maintain various temperatures comparable to the space environment. Previous AO source characterization must be completed showing near 70% atomic oxygen with known translational energies of approximately 5 eV. Previous work in determining erosion yields due to AO exposure, atomic force microscopy imaging of samples after AO exposure, and X-Ray Photoelectron Spectroscopy must be referenced. Due to the volume of samples to be studied over a 4.5 month period, experience in AO exposure of polyimide film materials and subsequent characterization is required. **Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the material as detailed above. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 28 Dec 06, a Sole Source purchase order will be pursued with Montana State University, Bozeman, MT 59717.
