- Notice of Contract Action for a Sole Source Procurement to experimentally evaluate the relationship between the mechanical properties of charred EPDM based solid rocket motor insulation materials and morphology/chemical composition of the materials. The data obtained from the experimental portion of this program will be used to develop a micromechanical model to explain the phenomena discovered. Edwards Air Force Base, CA intends to award a Sole Source purchase order to Virginia Polytechnic Institute and State University for research and testing to experimentally evaluate the relationship between the mechanical properties of charred EPDM based solid rocket motor (SRM) insulation materials and morphology/chemical composition of the materials. The contractor will use the data obtained experimentally to develop a micromechanical model to explain the results. Due to the specialized nature of the EPDM solid rocket motor insulation, the contractor shall collaborate with a SRM propulsion prime contractor to obtain materials and technical information required to successfully complete this program. Due to the technical information developed and discussed in this program the contractor shall have the personnel and facilities required to work with ITAR restricted information.. **Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the material as detailed above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 28 Dec 06, a Sole Source purchase order will be pursued Virginia Technical State University, 460 Turner St, Suite 306, Blacksburg, VA 24060.
