Description
The Naval Surface Warfare Center, Panama City (NSWC PC) is seeking proposals for a four-year requirements contract for the manufacture and delivery of approximately fifty-one (51) each U. S. Navy Firefighter Extraction System (FES) for the purpose of hoisting firefighting personnel from the bottom of surface ship machinery space vertical escape trunks. The fifty-one (51) FES will consist of the following equipment and components over the next four years: 228 each Anchor Loops (NSN 4240-01-485-7211), 684 each Carbiners (NSN 1HS0099-LL-H55-0623), 684 each Pulleys (NSN 4240-01-485-6886), 28 each Haul Safes (NSN 4240-01-485-7303), and 228 each Slings (NSN 4240-01-485-6873). The equipment acquired under this procurement will form a 4:1 mechanical advantage life safety rope lifting system with a 65-foot working range. Equipment consisting of a lifting harness worn by the firefighter will be acquired under a separate procurement action. The equipment will be used t o lift a single, fully-outfitted firefighter during actual casualties and during frequent training exercises. The equipment may be exposed to contaminants typical of a shipboard environment, including seawater, fuel, petroleum-based lubricants, and firefighting agents such as aqueous film forming foam (AFFF). The intent of this procurement specification is to ensure the equipment purchased is a safe, durable, highly functional hoisting system that complies with pertinent civilian standards and regulations for personnel rescue equipment and meets the functional requirements specific to the U.S. Navy firefighting application. All equipment must meet all of the requirements specified in the FES Performance Specification which will be provided with the request for proposal (RFP). A technical proposal is required. Award will be on the basis of the lowest price technically acceptable offer. NSWC Panama City plans on releasing the solicitation electronically only.
