Solicitation Number: 0407PO66860 Title: Maintenance and product installation for Generators at Navy Munitions Command at Yorktown, Va. NAICS Code: 236220 Agency Contact Information: Department of Interior, National Business Center/GovWorks Place of Performance: Yorktown, Va The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Facility Support. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the Navy Munitions Command. This action is being processed in accordance with FAR 13.106-b(1), only one reasonable source. Description: The Navy Munitions Command needs (a) maintenance of 3 generators. This maintenance includes varying degrees of inspections on the generators, as well as inspections on the generators' batteries. Under this maintenance portion, Facility Support will also provide a 24/7 remote temperature monitoring system that would monitor all the generator alarms and emergency contact for instances outside established norms, furnish fuel deliveries and perform monthly site visits for the purpose of reading all three generators for generator hour meters and fuel levels; (b) Furnish all labor and materials to install a new Sensaphone SCADA 3000 monitoring system to monitor the new Kohler generator & ATS located at Bldg. 31; (c) Furnish all labor and materials to remove and dispose of the existing 40 Liberty batteries and replaced those with new ones. These backup generators require 24/7 monitoring and maintenance not only to comply with state mandated fuel storage requirements, but also to assure the 100% reliability of the generators to support the Navy's classified IT systems in times of National crisis or emergencies generated by local power outages including those caused by hurricanes and natural disasters. The selected vendor must be able to not only monitor but respond immediately 24/7/365 to any requirement for troubleshooting problems and repairs, including fuel issues. A third monitoring system will be placed on the third generator and will have to be linked to the other two generators. The period of performance for this effort is for one year from date of award. Interested parties must identify their interest and capabilities by January 03, 2007. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
