Description
This sources sought notice is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to produce 115 medium size transport aircraft to replace the current HC-130P/N and MC-130P Combat Rescue Tankers operated by Air Combat Command (ACC) and the MC-130P/E Tankers operated by the Air Force Special Operations Command (AFSOC). This is a sources sought notice. It is not a solicitation for offers. The Government reserves the right not to issue a solicitation based upon its needs and the results obtained from this sources sought. The government will not reimburse participants for any expenses associated with their participation in this sources sought. The level of security clearance and amount of foreign participation in this requirement has not been determined. INSTRUCTIONS: A copy of the approved ICD or draft CDD is available upon request, which should help you in developing a description of your company?s capability and potential approach to meeting this requirement. Current platforms provide the capability to conduct in-flight and ground refueling of vertical lift assets. They also have the capability to provide overt/covert airland or airdrop delivery of Pararescuemen and their equipment. In addition, the platforms can perform the Airborne Mission Commander mission for Combat Search and Rescue. The government anticipates purchasing 115 aircraft. The delivery of the first six (6) aircraft must be accomplished by the end of CY2011. The subsequent FY deliveries are a minimum of eight (8) aircraft per year. Your response must address the earliest production start date achievable and company?s maximum production capacity? If, after reviewing this information, you desire to participate by responding to this sources sought, you should provide documentation that supports your company?s ability to deliver an aircraft that meets these requirements. Failure to provide adequate documentation will inhibit the government?s assessment of your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Both large and small businesses are encouraged to participate in this sources sought. Joint ventures or teaming arrangements are permissible. An industry day is tentatively scheduled for the week of 5 February 2007. Proprietary/competition sensitive information will be protected from disclosure. The paper copies and the electronic versions must be identical in all respects. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be single-spaced. The font size shall be no less than 12 point. Use at least 1-inch margins.
