- U.S. General Services Administration U.S. Government Seeks Expression of Interest For Land and Development Teams REQUIREMENT: The General Services Administration (GSA) seeks expression of interest from owners and authorized agents in obtaining an assignable, no-cost option to purchase property or donation of a site containing approximately 23 acres to accommodate a new build-to-suit facility for the National Archives and Records Administration and thirteen other agencies. LOCATION: The site must be located within an appropriate setting for government office facilities with supporting amenities, and cannot be located in a distressed location inappropriate for public visitation, within a 100-year floodplain, nor near an airport runway, airport approach or air traffic zone. An environmental assessment will be a part of the site selection process. The site must be located within St. Louis County, Missouri. PROPOSALS: Site proposals must include the following information - location map, address, aerial photos (if available), site plan identifying existing structures and easements (if any), legal description, prominent features, and land cost, if appropriate. Owners may submit their proposals directly. Proposals submitted by agents must be accompanied by documentary evidence of the agent?s authority to make such offers. Options should remain open through lease award of the build-to-suit facility anticipated to be by September 2007. The Government will make every effort to expedite the site selection. This advertisement is not a basis for negotiation, and the right is hereby reserved as the interest of the Government may require rejection of any or all offers and may give consideration to sites other than those offered in response to this advertisement. PROJECT: Upon selection of the site, GSA will conduct a two-phase procurement for the design/build/lease of an approximate 524,717 rentable square-foot facility. In Phase I, interested development teams will be required to submit experience and past performance information; in Phase II, GSA will limit the number of the most highly qualified offerors that will be invited to submit design and price proposals. GSA will be publicizing for the project at www.fbo.gov anticipated in January 2007. Expressions of interest shall be submitted to Mr. Brian Dunlay no later than January 11, 2007.
