- Description
- The Department of the Navy, Space and Naval Warfare Systems Center, San Diego, CA intends to award a firm fixed price contract to SAYR Resources Inc., 10923 Indian Trail, Suite 101, Dallas, TX on a sole source basis. The purpose of this action is to procure forty (40) each of the Octal Digital Signal Processor (DSP) Part Number 72-8R1-222-B000. In addition, this is an End of Life purchase of the DSP. The DSP original manufacturer was Blue Wave Systems Inc., and subsequently purchased by Motorola. Motorola discontinued the manufacturer of the DSP in 2001. Since 2001, SAYR Resources has repaired the DSP circuit cards and has provided several new cards which have functioned exactly as the discontinued card. Use of any other contractor would result in substantial duplication of costs associated with re-design, development of a prototype, and recertification to meet a series of shock, vibration, and environmental tests for a one time buy. These duplicated costs are not expected to be recoverable through competition. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. See Note 22. The applicable North American Industry Classification System (NAICS) Code is 334418 and the size standard is 500 employees
