- The United States Fish and Wildlife Service, Region 1 plans to award using other than full and open competition to the Point Reyes Bird Observatory (PRBO), 125 Claressa Avenue, Avalon, California 90704-2739 for a cowbird trapping project along the Amargosa River. This project is a joint effort between the U.S. Fish and Wildlife Service (Service), the Bureau of Land Management (Bureau), and (PRBO). PRBO as the sole recipient of funds for this project because their current involvement in conducting neotropical migratory bird surveys under contract with the Bureau. Continuity is critical for monitoring and implementation for detection of trends in species status as well as time constraints for monitoring design.
