Description
The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of Section 8(a) Small and Disadvantaged Business, HUB Zone, Service-Disabled Veteran-Owned Small Business, and Woman-Owned Business concerns to provide Hea lth Physics and Environmental Services as a Service Provider to the US Corps of Engineers and other Federal agencies. The applicable North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, size standards to determine small business is 6.5 million dollars. This industry comprises establishments primarily engaged in providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination f rom pollutants, toxic substances, and hazardous materials. These establishments identify problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks, and recommend solutions. They employ a multidisciplined staff of scientists, en gineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, and environmental law. Establishments providing sanitation or site remediation consulting services are included in this industry. Th ese environmental services are needed by the Formerly Utilized Sites Remedial Action Program (FUSRAP), and in response to environmental laws and regulations requiring support activities for military installations, Corps' civil works projects, and work for other agencies. Other environmental laws and regulations mandating remedial actions include but are not limited to the federal and state versions of the Clean Air Act, the Clean Water Act, the Toxic Substances Control Act, the Comprehensive Environmental R esponse, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act, underground storage tank regulations, the National Environmental Policy Act (NEPA) and The Corps of Engineers' Regulations for Civil Works. Potential services may include, but are not limited to environmental studies, investigations, and project HTRW technical support with particular emphasis on radiological hazards. It also includes, but is not limited to providing evaluations and reports, and environmental monit oring, evaluation and risk assessments during construction and in support of site closure in accordance with the Multi-Agency Radiological Site Survey and Investigation Manual guidance and other guidance. Section 8(a) Small and Disadvantaged Business, HUB Zone, Service-Disabled Veteran-Owned Small Business and Woman-Owned Business concerns with an interest, qualifications and capability to provide services consistent with the above NAICS, descriptions and requirements must provide demonstrated and document ed past performance and qualifications. Existing and potential Joint-Ventures, Mentoring agreements and formal teaming arrangements are acceptable and encouraged. Information must include, as a minimum: 1) Business size and type (include certifications of Section 8(a) Small and Disadvantaged Business and Hub Zone status, also include all appropriate expiration dates); 2) A listing of available technical expertise (and abbreviated resumes) available to execute work; 3) Description and location of Environment al Remediation Service projects. Please indicate your role in the project as a Prime, Subcontractor or Supplier. The project description should include the contract number(s), value of contract, and the name and telephone number of the customer (and Contra cting Officer, if a Government contract).
