Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-R-0004. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-14 dated November 22, 2006. (iv) The associated NAICS code is 518210. The small business size standard is $23 million. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN Description Qty 0006 Online access to INSPEC database and both the 1 Science Citation Index and Social Science Citation Index databases (12 months) 0007 Online access to INSPEC database and both the 1 Science Citation Index and Social Science Citation Index databases (12 months) (vi) Description of requirements: Statement of Work INSPEC w/Science Citation and Social Science Citation Index C.1 SCOPE: The ARL Technical Library has a requirement for combined online access to the INSPEC database and both the Science Citation Index and Social Science Citation Index databases. As part of its mission, the ARL Technical Library is responsible for providing all ARL researchers, regardless of location, with easily accessible, consistently available information tools necessary to conduct research in a wide variety of scientific and technical subject areas. C.2 REQUIREMENTS: The contractor shall meet the following requirements for one (1) base 12 month period of performance and a total of one (1) option year. C.2.1 The contractor shall supply access to the INSPEC database so that is searchable in conjunction with Science Citation Index, Social Science Citation Index, AIAA Meeting Papers American Institute of Aeronautics and Astronautics; Agricola; arXiv Comput er Science; arXiv Mathematics; All arXiv ePrint Archives; arXiv Nonlinear Sciences; arXiv Physics; arXiv Quantitative Biology; Civil Engineering Database; The Educator's Reference Desk ERIC Database; NTIS Library Documents published since 1990; NASA Astro p hysics Data System; Popline Reproductive Health Literature and PubMed on the Web of Knowledge platform. The contractor shall ensure this integrated web-based platform, designed to support all levels of scientific, technical and scholarly research availa bl e, is available to all ARL Technical Library authorized users. C.2.2 The contractor shall ensure that ARL Technical Library authorized users are able to search all available INSPEC fields, and that the class code field is both browseable and searchable. The contractor shall ensure authorized users are able to searc h using both natural language and Boolean search operators. C.2.3 The contractor shall ensure the following data is stored for each item in the databases, and shall comprise an item record: title, author(s)/inventor(s), journal, issue, page(s), abstract, keywords, author/inventor addresses, publisher. The contrac tor shall ensure searched terms are highlighted within the resulting abstracts. The contractor shall ensure that from each item record, the end-user is able to link to: Email of participating authors, Related records, Full-text of ARL subscribed articles published by AIP, ACS, IEEE, OIP, MAIK, Elsevier, Sage and Wiley. The contractor shall ensure that from each item record the end-user is able to save citation as an alert, email the record or export to reference manager program. The contractor shall ensure that all results ar e able to be marked for retention. C.2.4 The contractor shall ensure that search capabilities include the ability for end users to create individual profiles, which allow the end-user to identify favorite journals, including alerts that an article has been cited, and alerts notifying the e nd-user of articles published in their area(s) of interest. Contractor shall also provide end-user(s) with the capability of viewing search history and combining searches. C.2.5. The contractor shall provide an analysis tool that allows the end-user to analyze search results by author, country, document type, institution, publication year, source title, language and subject category. The contractor shall ensure that the ana lysis displays the count and percentage relative to the analysis criteria and allow the end-user to select to view records from specific analysis result field. The contractor shall ensure that the analysis data can be saved to a file. C.2.6 The contractor shall provide links to context sensitive help screens, as well as provide online tutorials specific to the INSPEC database. C.2.7 The contractor shall ensure that the statistics reports shall comply with the COUNTER Code of Practice to Level 1, and that the contractor has the latest level of compliance. C.2.8 The contractor shall ensure that all updates marketed and sold to new customers are provided at no additional cost. (vii) Delivery is required by 01 January 2007. Acceptance shall be performed at APG, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is not applicable. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause. None.
