Description
The James A. Haley Veterans Hospital, VISN 8, is pleased to issue Request for Proposal 673-EU-07-001 to interested parties. This RFP requests the submission of competitive proposals from private, public, and/or not-for-profit entities interested in leasing and developing approximately 15 acres of certain real property (the Enhanced-Use Parcel) located at VA?s Brevard VA Outpatient Clinic in Viera, Florida. This project contemplates that under its Enhanced-Use Lease (?EUL? or ?Lease?) authority, codified at 38 U.S.C. Sections 8161-8169 -- VA would lease the Enhanced-Use Lease Parcel to a selected Developer (?Developer? or ?Lessee?) for a term of up to 55 (fifty-five) years. In exchange for the Lease, the Developer would be required to finance, design, develop, construct, operate and maintain one or more facilities, and associated parking, for the providing of Assisted Living Services in an Assisted Living Facility (?ALF?). The ?ALF? will consist of a minimum of 50 (fifty) assisted living units with an expected range of 50-70 units, with a maximum number of units possible, all being in accordance with all applicable local laws and zoning restrictions. In addition, the Developer is required to provide veterans with priority consideration when accepting residents to the ALF. The Developer of the ALF is expected to provide consideration and a discounted rate to the Veteran residents. At the conclusion of the lease term, any title and ownership to the land and improvements and title to such fixtures as are part of such improvements, which is not already vested in the VA, shall immediately revert back to the VA unless the Secretary decides to dispose of such land and improvements under 38 U.S.C.?8164.
