Description
The U.S. Department of Labor, Office of Assistant Secretary of Administration and Management, intends to award a sole source order to CTB McGraw Hill for licensing of the Test of Adult Basic Education (TABE) 9/10 test. The period of performance is for 12 months. The test is an electronic version used to test Job Corps students nationwide via the test hosted at the Job Corps Data Center. The license to use this automated system is proprietary to CTB McGraw Hill, 123 Jenks Circle, Panama City, Fl. 32405. The test must be able to predict performance on GED tests, capable of being used as both a pre-test and a post-test. The exam must test for five workplace competencies plus three sets of foundation skills needed for solid job performance. The five competencies are: use and allocate resources, use interpersonal skills, use information, work with systems, and use technology. The foundation skills are: basic skills (reading, writing, mathematics, etc.), thinking skills (such as reasoning and problem solving), and personal qualities (including individual responsibility, and integrity). The test must be available in both English and Spanish and be available to be taken online with all information remaining on Department of Labor computers and must provide the unique reports that Job Corps educators require. This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. Any interested party who believes they can provide the required training and placement services may respond by submitting a capability statement to the email address in this notice. The capability statement must include price information and describe in detail the parties? ability, qualifications, and experience in providing online testing to a diverse population on an as needed basis. All submissions must be received within 10 calendar days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. No solicitation document exists. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the capability statement and reference this synopsis.
