- This notice constitutes the formal announcement given by the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) for a streamlined competition in accordance with OMB Circular A-76 dated May 29, 2003, for a Contract Technical Assistant position. The Fair Act Inventory Commercial Activities Inventory Function Code for this service is F000. This service is currently performed at the DHHS, SAMHSA, located at 1 Choke Cherry Road, Rockville, MD 20857. The formal start date for this study is December 15, 2005, and the study shall be completed by March 14, 2007, in accordance with the Streamlined Competition process. This study will review one (1) Full-Time Equivalent (FTE), GS-1106, Contract Technical Assistant in the Division of Contracts Management (DCM), Office of Program Services (OPS). The commercial activities covered by this Study may include: provide copies of all Technical Proposal to Technical Review Panel(TRP)via Federal Express or express mail,review meeting place accommodations with the Contract Review Administrator (i.e., Hotel location, room members of TRP members), maintain a database of the Members of the TRP, make final determinations of all travel arrangements for TRP members in consultation with the Contract Review Administrator,keep summary notes and record Committee actions and controversial issues,verify records of the Committees? final decision with the Review Administrator, assist with the preparation of summary statements for the official contract files, assist contract specialists in pre-award activities,assist contract specialists in the preparation of synopses,and assist the review administrator in the preparation of reports. These services are located in 1 Choke Cherry Road, Rockville, MD 20857. A cost comparison will be done to determine the least costly operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities for the service described above. To accomplish the study, an estimated agency cost of performance will be compared with the ?AS-IS? contractor organization. If the study results in the conversion of Contractor performed services to a Government Service Provider, the Contractor adversely affected by the conversion shall be notified in a timely manner. The Competitive Sourcing Official (CSO) is Eric Broderick, Acting Deputy Administrator. The Agency Tender Official (ATO) is Susan Pearlman, OPS/DCM Director. The Human Resource Advisor(HRA)is Lenora Adams and the Contracting Officer (CO)is James Whitt. DO NOT call,email or write to the study officials mentioned in this announcement, except the CO, because calls,email or letters will not be returned or answered regarding this study. This is not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater that the cost of in-house performance by Government personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities if and when it is released.
