Description
The National Oceanic & Atmospheric Administration (NOAA), International Trade Administration (ITA), Office of Travel & Tourism Industries (OTTI) intends to utilize the Travel Barometer Survey Program, United Kingdom, using FAR 12 procedures for the period of January 01, 2007 - December 31, 2007. This acquisition is being procured as a sole source using Other Then Full and Open Competition, in accordance with 41 USC 253 (c) (1) and FAR 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code is 541910 and the related size standard is $6.5M. The Department of Commerce intents to award the firm fixed price requirement to Travel Market Insights. The notice for this planned macro-purchase is provided as contained in FAR subpart 5.101 a (2). Description: Benchmark, monitor, and predict travel to the US using established quarterly travel barometer. Maintain ongoing travel trade benchmark for travel demand, bookings, identify barriers to travel and, identify key actions to increasing travel. These require focus on key in-country travel, that market and promote travel to the United States, important as partners in U.S. exports. Maintain system currently in operation in order to preserve data continuity and current benchmarks. Continue partnership with Commercial Service as the in-country liaison, and the respective Visit USA committees for program input and recommendations. Assure the system continues to operate comparably across all key markets identified by the US DOC international travel and tourism marketing and promotion campaign (UK). Interested parties who believe they can provide the Travel Barometer Survey Program must submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.203(a) a written affirmative response must be received no later than 3 days after the publication of this synopsis (12:00 pm EST Tuesday).
