Description
This is a presolicitation notice: The USDA, APHIS has a requirement for an IDIQ contract for A-E services for the AMS, Cotton Program at various leased facilities throughout the southern United States. Because of the proprietary design of the control sequence and the highly specialized, tight specifications for the cotton classing laboratory, the Government will not be obtaining competition for this effort. Transfer of the design requirements for the laboratories in enough detail to assure a new team can design a facility that would perform to the current requirements with technology that is compatible across all facilities is not feasible. Therefore a non competitive award is anticipated to the small business Fanning, Fanning and Associates for this effort. This IDIQ scope covers design plans, specifications and cost estimates for new construction, renovations and repairs; preparation of studies, reports and engineering recommendations; and mediation on behalf of the Cotton Program to address issues related to the design and implementation of HVAC systems and any problem issues that arise with the Lessor?s contractors for the AMS Cotton Classing facilities. The current intentions will require three new facilities over the next two to three years. The design of the cotton classing facilities and refinements have been related to the location of equipment relative to another component in addition to a control sequence that has been refined to optimize improved control over the valves resulting in more uniform and stable conditioning. The control sequence could be considered a propriety item since it was developed by FFA and has been in their design for at least 10 years. The specifications for cotton classification have tightened over the years and it would be very difficult for a new engineering consulting firm to design a building that would perform at the current requirements. Our requirements cannot be relaxed as the demands of the industry continue to increase with the development of new technologies in the cotton spinning industry that require the best information for forecasting fiber performance in the textile mill processing. This effort will be procured using FAR Part 36. A base year with four option periods is anticipated. Task Orders will be issued against the IDIQ for individual effort. Total maximum contract value over the life of the contract including the option years will be $3,000,000 with a $1,000,000 maximum for any one year period. The NAIC for this procurement is 541310 ($4.5 million). See Government-wide Numbered Note 22.
