Description
On or about 17 January 2007, this office will issue a Request for Proposal for construction of the Space Test and Evaluation Facility (STEF) at Schriever AFB, Colorado. The solicitation will close on or about 1 March 2007. This solicitation is UNRES TRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Site Visit: A site visit is scheduled for 8 February 2007 at Schriever AFB at 1:30 p.m. (local time). All Contractors must contact the Corps of Engineers Resident Office no later than 5 Fe bruary 2007 so that arrangements can be made with Schriever AFB to allow entry of the Contractors onto the Base. The Points of Contact at the Resident Office are Phyllis Carias or Sam Parker, telephone 719-333-2973 or 719-333-2975. The fax number at the Resident Office is (719) 333-2979. Contractors must provide a fax with the following information to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented, 2) Visitor Name, 3) Visitor Social Security Number, 4) Visitor Da te of Birth. Provide a phone number on each fax so that information, which may be illegible or requires additional clarification, can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY  ONLY A FAX CONTAINING THE INFORMATI ON IS ACCEPTABLE. The information will be furnished by the Resident Office to Schriever AFB personnel. On the day of the Site Visit, Contractors should meet at the Visitor Control Center (VCC) on Enoch Road (See Sheet C-000 for the location). Once at th e VCC, each contractor shall sign in and obtain a visitor pass. In order to obtain a visitor pass, a valid drivers license and another form of picture identification must be presented. Note that the check-in procedure and issuance of a visitor pass may take as long as 30 minutes for the number of people anticipated. At 1:30, a government representative will meet the group there and provide additional instructions. A government bus will be arranged for transportation between the VCC and the project site. A Representative of the Corps of Engineers and the Schriever AFB Base CEs Office will accompany the contractors to show them the site and the pertinent features. Because of security issues and pass requirements, please plan to arrive early. Questions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (Sharon Spohn), 106 S 15th Street, Omaha NE 68102-16 18. Access to Schriever AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Projec t Information as follows: The STEF is a design/build (D/B) project, consisting of a 46,300 SF Facility to house the operational and administrative functions for all groups that comprise the Space Development Innovation Center (SDIC) at Schriever AFB. The STEF will be used to condu ct space technology development, demonstration, integration and testing efforts in support of Air Force Operations. The facility will be a single-story facility and will abut a future one-story Phase 2 Facility to be constructed in the FY08 program. The exterior walls utilize a combination of pre-finished metal wall panels, aluminum curtain walls, and dimensional stone panels. The roof is a Modified Bituminous Membrane, supported by steel deck and a structural steel frame. The buildings structural syst em consists of a steel frame. The foundation is a spread footing type system. The interior of the building houses several Sensitive Compartmented Information Facility (SCIF) areas, necessitating special design and construction criteria and procedures, as well as a formal certification after construction is completed. The majority of the interior spaces are on raised computer floors. Extensive infrastructure (roads, parking areas, and utilities) are required because the facility is located in a newer area of the Base. The estimated construction cost of this project is between $10,000,000 and $20,000,000. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Constru ction Experience; Design Experience; Past Performance; Personnel Qualifications and Experience; Subcontractors; Project Management Plan; and Utilization of Small Business Concerns. Price will be subjectively evaluated considering Best Value and Realism. Obtaining Solicitation Documents: This office will no longer send copies via paper or CDS of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safe guard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS in note 2 below. The process to download from FedTeDS is: 1. Find solicitation announcement in FedBizOpps at: www.fbo.gov, 2. Once you open the solicitation announcement on FedBizOpps, there will be a link provided to the solicitation on FedTeDS. Click on the link, 3. If you are a first time user, you will have to register as described in the information included below; if not log in and open the solicitation, 4. Once you have the solicitation open, you can begin downloading the various files to your location. Please be advised that an on-line registration requ irement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov exists. Representations and certificat ions are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to ORCA. Interested bidders should select the Begin Vendor/Contractor Registration Process option. The information listed below is required to register. 1.
