- Home Made Explosives (HME) Detection System Development - Broad Area Announcement 06-00063 (BAA 06-00063), Amendment 1- Schedule Update Proposer Information Pamphlet (PIP) Department of Homeland Security Science & Technology Directorate (S&T). For questions regarding this solicitation, email BAA06-00063@dhs.gov. There are two updates to the BAA 06-00063 included in this document. Update 1: Updated Decisions Announced for TTA-1 (Section 5.15, Table 5.1). The decisions for TTA-1: Immediate Need will now be announced on Friday, 15 December 2006. Update 2: Updated Schedule for TTA-2, 3, 4. The submission and review process for TTA-2, 3, and 4 has been placed on hold. White paper responses will not be sent as scheduled on Friday, 15 December 2006. Proposal registration for TTA-2, 3, and 4 will not open as scheduled on Wednesday, 20 December 2006. An additional amendment will be released in early 2007 announcing updates details on the submission criteria and Offerors' Schedule. The purpose of this change is to allow DHS S&T time to evaluate the proposals selected under TTA-1 and further define specific requirements of the technologies sought in TTA-2, 3, and 4. Those who have submitted white papers already will be given the opportunity to make revisions based on the updated requirements and re-submit when the new schedule is finalized.
