Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed price, proposals are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures as a Brand Name or Equal per FAR 52.211-6. It is strongly advised that you review FAR Clauses 52.211-6 Brand Name or Equal (Aug 1999)for information regarding what must be included with your quote if you are submitting an equal to offer. This combined synopsis/solicitation is being issued by the National Archives and Records Administration, 8601 Adelphi Road, College Park, MD 20740-6001. RFQ No. NAMA-07-Q-0007 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 effective August 4, 2006. The North American Industry Classification System (NAICS) code is 333411. The government reserves the right to make an award on the initial quote without discussions on this procurement. This is a brand name or equal solicitation. To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer must -- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by -- (a.) Brand name, if any; and (b.) Make or model number; (3) Include descriptive literature such as illustrations, drawings or a clear reference to previously furnished descriptive data or in formation available to the COR: and Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (4) The COR will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the COR. The COR is not responsible for locating or obtaining any information not identified in the offer. (5) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation. Award will be based also on a best value determination, price and other factors considered. Other factor for award includes, offeror shall demonstrate a satisfactory performance record by submitting at least 3 references of past work performed equal to or greater than the scope and complexity of this solicitation. References must include the name of the project, address, a name of a contact (COR or COTR) who is familiar with the work, a phone number and an email address if available. Offerors must submit a brief description of relevant experience duties and responsibilities. (1) OBJECTIVE ? The Facilities Management Branch (NAFM) is a support element of NARA. It is the responsibility of NAFM to maintain critical air quality standards as specified in NARA 1571, Archival Storage Standards. The objective of this solicitation is to procure ?Gas Phase Filtration Media? as specified in the following publication NARA 1571, Archival Storage Standards. (An electronic copy is available on request). 1571.11. The following filtration systems are required in the air handling unit for the records storage and processing areas: (a) Gas-phase filtration system. The gas phase filtration system must control effectively gas phase contaminants including, aromatic, aliphatic, oxygenated hydrocarbons, chlorinated hydrocarbons, and inorganic acid/basic compounds. The operation of the air purification system may be a combination of chemisorption, adsorption, and catalytic processes. The system must be designed to allow periodic monitoring of the filter performance by providing sampling ports or access to the filter ports. (2). SPECIFIC REQUIREMENTS: (A) The National Archives is proposing to purchase: Qty 758 ea, PK-18 Purafil? (brand name or equal) factory filled disposable gas-phase filter modules for use in the existing Purafil enclosures located in the National Archives Building. (B) The Purafil? model PK-18 filters shall be factory filled with a Select CP-Blend (50%Carbon / 50% Purafil? Select Chemisorbant) media by weight. 19 pounds total media per module. Zeolite base material is not acceptable. The Purafil? filters have the following specifications: (a) UL Class: 2, (b) Frame: High-impact polystyrene, (c) Nominal Size: H: 6? X W: 24? X D: 18?, (d) Bed Depth: 1?, (e) Pressure Drop: 1?, (f) Maximum Face Velocity: 500 ft/min, (g) Airflow Per Module: 500 cfm, (h) number of Modules per 24? X 24? face area: 4, (i) Media Volume/cubic foot: 0.5. (B) The Chemisorbant media shall contain 8-12% Potassium Permanganate. (C) The CP-Blend Media shall be UL Class 1 rated and the Chemisorbant media shall be manufactured from activated alumina. (D) The PK-18 disposable module is constructed of high-impact polystyrene plastic. (E) This is a performance base solicitation. Media Life Analysis (MLA) shall be provided at no additional cost for the life of the Purafil? System. This shall include a continuation of local support services including MLA and Indoor Air Quality (IAQ) monitoring. The continual monitoring shall be achieved by the use of a combination of electronic monitoring and classification coupons. The air quality shall be sampled both upstream and downstream of the filter media. (F) The existing Air Handling Equipment was manufactured to accept the Purafil? model PK-18 filter. The replacement filters being procured by this solicitation shall fit the existing Air Handling Equipment exactly as per cited dimensions, with out any modifications to the existing Air Handling Equipment what-so-ever. There shall be no leakage around the new filters. (G) Offerors shall provide a sample of the filter media and cartridge to the National Archives for analysis prior to award. CLAUSES AND PROVISIONS: The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors-Commercial Items (Sept 2006); The quotations will be evaluated In accordance with the procedures outlined in FAR Subpart 13.106-2 and award will be made to the offeror that submits the lowest price technically acceptable offer; each offeror shall include a complete copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2006), with the quotation. A copy of the provision can be found at hhtp://www.arnet.gov/far/; FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Sep 2005); FAR52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (Nov 2006). Paragraph (b) of this clause incorporates by reference the following FAR Clauses: 52.222-3 Convict Labor (Jun 2003), 52.222-21 Prohibition of Segregated Facilities (Feb 1999), 52.222-26 Equal Opportunity (Apr 2002), 52.222-36 Affirmative Action for Workers with Disabilities (Jun 1998), 52.225-1 Buy American Act-Supplies (Jun 2003), 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (Oct 2003), and 52.233-2 Service of Protest (Aug 1996) (1) Protests as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (address as follows) by obtaining written and dated acknowledgment of receipt from the: National Archives and Records Administration, NAA-Acquisition Services Division, 8601 Adelphi Road, Room 3340, College Park, MD 20740-6001, Attn: Ann Harrison. The copy of any protest shall be received in the office designated above within one day of filing a protest with GAO. It is critical that Offerors provide adequate detail to allow evaluation of their quotes (See FAR 52.212-1(b).
