Description
The contractor shall provide all management, supervision, labor, materials, and supplies as required performing various construction projects identified by each individual task order issued. Task orders will be issued from the Birmingham Service Center, AL. The procedures and methods established in the specification per each individual delivery order will serve as a guide for all parties involved ensuring that tenants and the GSA receive the services specified in this contract. The Contracting Officer?s Representative or Technical Representative will ensure conformance to the performance standards by documenting the contractor's performance by means of inspection, minutes of meetings, GSA and customer surveys. In accordance with the provisions in Federal Acquisition Regulations FAR Part 17, the period of performance for this procurement will be a base period of 12 months with the possibility of two (2) one (1) year option renewal periods. The total contract performance period should not exceed three (3) years and months. Please note the following: . BASIS FOR AWARD: 3.01 (a) The low bidder for the purpose of award is the responsible bidder offering the lowest aggregate price for the base bid and each option period. Bidders shall submit a single percentage factor covering all line items for regular hours and a single factor for non-regular hours for both partition and asbestos work in order to be considered responsible. Bidders who submit percentage factors for individual line items shall be considered non-responsive and the bids will be rejected. The bid shall be "net" or percentage decrease from or increase to the unit prices listed. Bidders who submit individual percentage factors for each individual line item shall be considered non-responsive and the offer rejected. (b) The percentage listed on the bid form must contain bidder's overhead, profit and all other contingencies therewith, as no allowance will be made later for sure items. (c) Failure to complete the information required on the Standard form 1442, "Solicitation, Offer, and Award may be cause for rejection of offer non-responsive. (d) All bidders are required to submit a GSA Form 527, amount of experience performing similar type jobs, and past performance evaluations from former clients both government and private industry. (e) All proposals will be rated on a pass/fail basis based on past performance, experience, and financial responsibility. Those with a satisfactory past performance rating, experience under NACICS Code 236220, and a satisfactory credit rating will be place in the competitive zone.
