Description
P/N C1001A9017-1 Receiver Communication (CCS) The Naval Inventory Control Point (NAVICP) Philadelphia, PA will be soliciting a proposal for spares and repair of repairable (ROR) support of the E/A-18G Aircraft. The Naval Air Systems Command (NAVAIR), Patuxent River, MD will be soliciting a proposal for E/A-18G Aircraft Support Equipment (SE) hardware and non-recurring engineering and logistics support; including, but not limited to, technical publications, technical data, and provisioning data. The McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company (MDC/Boeing) will be solicited for both requirements via the FIRST (F/A-18 Integrated Readiness Support Team) program. The FIRST Performance Based Logistics (PBL) contract provides spares availability, asset repair management, engineering support, and integrated logistics support (ILS) of all F/A-18 Aircraft variants. The FIRST program demands aggressive pursuit of system reliability improvements through effective configuration and obsolescence management, technology insertion, and innovative product and support improvements. Various operational and repair sites are supported. MDC/Boeing is also required to maintain CORE capability I/A/W U.S. Code 10 U.S.C 2464 through depot teaming arrangements with the NADEPs in North Island, Cherry Point, and Jacksonville under FIRST. A teaming arrangement may be required with Crane, Indiana as well for repair of E/A-18 G systems. The estimated $ value of the EA-18 G spares, ROR and SE requirements for the remainder of the existing FIRST contract performance period (through FY10) is expected to exceed $250,000,000.00. The EA-18 G requirement is restricted to MDC/Boeing, the aircraft prime manufacturer, because MDC/Boeing is the only source that possesses the full range of technical data, much of which is proprietary, and other capabilities necessary to perform the effort. Further, MDC/Boeing is considered to be the only source that is capable of providing the required range of integrated program support. See Note 22*****
