Description
PRESOLICITATION NOTICE FOR THE DEFENSE ADVANCED RESEARCH PROJECT AGENCY (DARPA) URBAN CHALLENGE SUPPORT Description: The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office, intends to procure Logistics Support, Command and Control Support, and Operational Support required to support the DARPA sponsored Urban Challenge Program. The Urban Challenge is the third Grand Challenge autonomous vehicle technology demonstration, a program in which teams from the technical community will enter self navigating vehicles designed to negotiate a complex urban course without human drivers. Successful offerors will provide the necessary support to ensure the success of a series of events that lead up to a timed race of unmanned, robotic vehicles over a high traffic, urban-environment obstacle course. This program was announced in May, 2006, and will culminate in November, 2007 with the Urban Challenge Final Event (UCFE). As part of the Urban Challenge program, a series of qualifying events will be conducted leading to the National Qualification Event (NQE) in October, 2007 at a location to be announced (TBA) in the western U.S. At the 10-day NQE, finalist teams are chosen to participate in the UCFE, scheduled to take place on November 3, 2007, also at a location to be announced in the western United States. Both events are multi-faceted, complex, and involve the coordination of a large number of staff, spectators, members of the media, and participants. DARPA intends to issue one or more time and material contracts to fulfill its requirement to provide support for both the NQE and UCFE. The logistics contractor will interface with military and civilian personnel from the Department of Defense, other contractor teams, spectators, and on-site providers to provide event planning, training support, site support, staff support, registration, permits, lodging and catering, on-site infrastructure, security, command center, transportation, ceremony support and other related activities. The command and control effort will provide services for an Urban Challenge course area with a diameter of several miles, and will require primary and backup tracking systems based on the Government-furnished E-stop and tracking systems. Course-wide voice communications is also required. Operational support will include course and site preparation, furnishing of vehicles and drivers, and other related activities. Request for Proposal HR0011-07-R-0005 will be issued and posted to the FedBizOpps website at http://www1.fbo.gov and attached to the presolicitation notice on or shortly after the fifteenth day following the date of this presolicitation notice. This negotiated procurement will be issued on an unrestricted basis under full and open competition; all responsible sources may submit a proposal that will be considered by the agency. All prospective offerors interested in submitting a proposal must have a Commercial and Government Entity (CAGE) code. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DOD activity. CCR registration can be accomplished at the following website: www.ccr.gov. Also, the Federal Acquisition Regulation (FAR) requires that all contractors use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission. Interested offerors may register at http://www1.fbo.gov to receive notification when the solicitation and any amendments are issued and available for downloading. DARPA will not directly send offerors the solicitation or any amendments.
