- The National Science Foundation (NSF) intends to procure on a sole-source basis a license for a proprietary historical data series from the World Industry Trade and Service Database produced by Global Insight Incorporated (GII). The purchase will include extensive historical data for use in the National Science Board?s (NSB) Science and Engineering Indicators (SEI) report for 2008. Included are data on manufacturing and on industries in high, medium, and low-tech industries with estimates through CY 2005. Data will also be provided for the European Union (EU) and 10 Asian countries, and on five knowledge-intensive as well as other service sectors with estimates through CY 2005. The GII is uniquely qualified because they are the only provider of the historical data series from the World Industry Trade and Service Database, which is a unique source of industry and trade data for over 130 business sectors in over 100 countries. GII?s proprietary techniques for gathering and harmonizing data from a variety of sources produces consistent, sector specific estimates of industry productions by level of technology, value added, consumption, and trade worldwide for year 1980 through 2005. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 12 DEC 06 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
