Description
NAICS Code: 339111 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Cholestech Corporation, 3347 Investment Blvd, Hayward, CA 94545-3808 for the acquisition of an ENDO-PAT2000 diagnostic instrument. The ENDO-PAT2000 detects endothelial dysfunction and arterial stiffness using Peripheral Arterial Tonometry (PAT). It measures the magnitude and dynamics of arterial tone changes in peripheral arterial beds and records the arterial pulsatile volume changes. It uses finger plethysmographic probes. Analyses are automated by manufacturer's supplied software. The ENDO-PAT2000 is FDA approved for coronary artery dysfunction risk assessment. These crucial characteristics are not known to be available in any other single diagnostic instrument. The EPA has identified Cholestech Corporation as the only vendor capable of satisfying this requirement. In order to ensure data compatibility and accuracy the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) (1) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
