- The United States Marine Corps, Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS) Non-Lethal Systems (ONS) intends to procure on a sole source basis with award of a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract to Northrop Grumman Electro-Optics, Garland, TX for AN/PVS-17B and AN/PVS-17C, Miniature Night Sights. The maximum quantity of the IDIQ contract will be 10,000 units. The reason justifying other than full and open competition is that Northrop Grumman is the only company that has proprietary rights to make the AN/PVS-17B and AN/PVS-17C miniature night sights. Under the authority of U.S.C. Title 10 2304(d)(1)(b)(i) Contracts competition requirements and pursuant to FAR 6.302.1, in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, or the continued provision of highly specialized services, such property or services may be deem ed to be available only from the original source and may be procured through procedures other than competitive procedures when it is likely that award to a source other than the original source would result in substantial duplication of cost to the United States which is not expected to be recovered through competition. This announcement is not a request for competitive quotations; however, if you believe that your company can provide the required items, please call or e-mail the Contract Specialist.
