Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation Number N61331-07-T-1511 is being issued as a Request for Quotation. A subsequent solicitation document will not be issued. This solicitation document and incorporated clauses and provisions are those in effect through the Federal Acquisition Circular 2001-13 and DFARS Change Notice 20030430 edition. The following Federal Acquisition Regulation (FAR) clauses are incorporated herein as follows:: 52.212-1, 52.212-3, 52.212-4 and 52.212-5. NAICS Code is 315299. Small Business Standard Size is 500 employees. The Naval Surface Warfare Center Panama City (NSWC PC), FL intends to award a sole source firm-fixed price commercial purchase order to Themis Computer, 47200 Bayside Parkway, Fremont, California, 94538 . The following item is being procured: Themis RES-32OPT RUGGEDIZED Computers, 17 each in support of the Navigation Command and Control (NAVC2) upgrade program. This purchase is unsuitable for full and open competition for the following reasons: The Themis RES-32OPT RUGGEDIZED Computer has been approved by NAVC2 and meets the original equipment manufacturer (OEM) (Lockheed Martin) form, fit, function and qualifications as used in the original NAVC2 shock qualified system. These computers are made of aluminum chassis, which is required for the magnetic restraints of MCM ships. Additionally, these computers have previously passed environmental qualifications. Another manufactured product would require additional testing by the government in excess of $100K to ensure environmental and shock testing/qualifications are compatible with existing systems. Delivery location is as follows: Naval Surface Warfare Center Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City Beach, FL 32407-7018. Award will be based on the written request for quotation. Anticipated award date will be on or about 18 Dec 06.
