Description
THE PROPOSED CONTRACT IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE IDENTIFIED REQUIREMENT. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Homeland Security, Science & Technology Directorate, intends to enter into negotiations on a sole source basis with the National Council on Radiation Protection and Measurements (NCRP), 7910 Woodmont Avenue, Ste 400, Bethesda, MD 20814-3095, for a new contract for a guidance document presenting key decision points and actions to be taken by local state and federal decision makers in response to a terrorist act involving the release in public areas of radiological materials. This report will provide the framework for defining (1) key decision points, (2) actions to be taken to protect public health safety, and security, and (3) critical information needed by decision makers to initiate appropriate actions during all phases of response to an act of nuclear or radiological terrorism. This report, to be delivered 30 months after contract award, will be widely disseminated by the Department of Homeland Security to emergency responders and public officials at the local, regional, state and federal levels as a guide for decision making. The report will assist local, state and federal decision makers in training for and responding to, an act of nuclear or radiological terrorism that could result in mass casualties. This contract may require access to information at the Secret level and within the category of National Security Information. The contractor must adhere to Relevant DHS and DoD Security Classification Guides (SCG). The period of performance will be for approximately 30 months after contract award and will be in Washington DC metropolitan area. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the identified requirement. Responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses must be received no later than 20 December 2006, 12:30 PM (EDT). Responses may be emailed to the point of contact designated below. See Note 22.
