Description
The Department of Homeland Security, Customs and Border Protection (CBP) has a need for developing and coordinating country-specific training and equipment plans and monitoring the overall effectiveness of the training in support for the Georgia Border Security and Law Enforcement (GBSLE) Program. Successful and timely completion of these projects requires extensive GBSLE program knowledge and mission critical details imparted by the Department of State and CBP. The service provider shall have an in-depth expertise in the field of border law enforcement, interdiction and investigative procedures and practices as they apply to the smuggling of contraband, weapons of mass destruction and their components and delivery systems. The service provider shall have expertise in the area of domestic or international training and training technology. The service provider shall have direct experience working in the Republic of Georgia and deep familiarity with the culture, attitudes and practices of Georgian Government Officials. The service provider must possess the required country clearances and agency background clearance and be able to deploy in January 2007. Under the authority of 41 USC 253(c)(1), CBP intends to negotiate a contract directly with Mr. James F Kelly of Falls Church, Virginia for the required services for a base period of one year with two one-year options to extend the services . The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
