- THIS SYNOPSIS IS FOR INFORMATION PURPOSES ONLY. The U.S. Army, Product Manager, Defense Communications Systems-Europe, Mannheim, Germany intends to negotiate on a sole-source basis with Lucent Technologies, Inc., 5440 Millstream Road, McLeansville, NC 27301, for the procurement of Middleware equipment (with single integrator implementation) to connect the Installation Information Infrastructure Modernization Program (I3MP) networks at Army installations throughout Europe to the Dense Wave Division Multiplexed-Optical Transport Network (DWDM-OTN) presently being installed by Lucent Technologies, Inc. under contract HC1021-06-D-2000. This action is a sole source modification to add the required middleware equipment to each ring of the DWDM-OTN. The additional middleware equipment will involve a high level of system integration and engineering with the DWDM-OTN equipment to configure both the DWDM-OTN nodes and the middleware equipment. Consequently, the configuration for the distribution node (Multiprotocol Label Switching or MPLS) requires a single integrator. This single integrator must install and configure the complete suite of systems components (to include the middleware equipment) to ensure interoperability; efficiency of operations and management; network integrity; enterprise management; and to implement the system in a precise configuration to achieve Information Assurance Certification. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is for information purposes only and is not a request for competitive proposals. The Government reserves the right to process this procurement as a sole source action and intends to commence negotiations by 20 December 2006. Any firm that believes it is capable of meeting or exceeding the Government requirement as stated herein may submit a capabilities statement to include technical specifications of their product and past performance information. Submissions will be considered only if received by 4:00 P.M (Central European Time) on 14 December 2006. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
