Description
The Naval Air Systems Command, Helicopter Egress System for Passengers is seeking interested sources for a production contract to meet the 2007 and subsequent procurements for a Flotation Ensemble as defined in the Flotation Ensemble Performance Specification, Attachment 1. The Flotation Ensemble will be a replacement for the currently fielded LPU-32 flotation collar worn by Marine Passengers aboard the following aircraft: H-46, H-53, UH-1. The purpose of the Flotation Ensemble is to provide additionally buoyancy and must integrate with the USMC Outer Tactical Vest (OTV) and the Modular Tactical Vest (MTV). NAVAIR intends to solicit the initial Low Rate Production and Full Rate Production requirements as a single contract through full and open competition. Contract will be awarded to only one vendor. This notice is to announce an industry day on the 30th of August 2006 so that potential offerors may present capabilities statements. The USN/USMC intends to present OTV and MTV units during Industry Day for review and relaying integration requirements to industry. Participation in this Industry Day is not mandatory and will not preclude any interested offerors from further participation in this procurement. Vendors may prepare a list of concerns and questions they may have regarding the requirements for this procurement. No written responses will be provided from the Government. Primary intent of industry day is to allow vendors to see the OTV and MTV and facilitate an open exchange of USN/USMC requirements. Vendors are encouraged to bring product samples for fit checks but product samples are not required. Contractors are requested to provide the name of their company, organization, and/or division group, specify company status, i.e., Hubzone, 8(a), small business or large business, telephone number, and email address if they plan to attend industry day. Contractors’ participation is limited to no more than 3 people per company. Vendors will have the opportunity upon arrival to schedule an individual appointment in the afternoon. Each appointment will be no longer than one hour in duration. Purpose of the appointment is to allow vendors to ask questions in a closed forum. All questions and answers will be recorded and released to the general public. Vendors may prepare a short presentation but it is not required or expected. Requirements for the full rate production effort are currently being finalized, and a solicitation is forthcoming, however, this is not a notice of formal solicitation. The period of performance shall cover a one-year base period plus four option years. The contract type is anticipated to be Firm Fixed Price with a projected need to award by the February 2007 time frame in order to satisfy 2007 and 2008 production requirements. Requirements for delivery schedules, quantities, and qualification of units have not been established. Vendors are encouraged to make recommendations and suggestions that may assist the Navy in preparing their solicitation. Industry Day will start at 8 a.m. and end no later than 1 p.m. on Wednesday the 30th of August. When you request attendance, directions will be provided, and you will be requested to reconfirm the appointment by a given date, and provide the names and titles of the parties who will be attending. The Navy will not pay for product research, development, qualification testing, re-packaging, re-design and/or information received in response to this announcement. Further, travel expenses will not be reimbursed by the Government for attendance at this event. The Navy may use support contractor employees from LME Incorporated, INS and KR Systems Incorporated to assist in reviewing the responses received under this announcement.
