- Description: See numbered notes 12 and 26. NSN 2590-01-215-6704, Winch, drum, Vehicle, being bought in accordance with DP Manufacturing Inc. (0EJ14) P/N 51022 or Oshkosh Truck Corp (45152) P/N 1459540. Total quantity required is 8 EA to be shipped to (W25G1U) New Cumberland, PA 17070-5000, FOB and inspection at destination with an option for up to 8 each additional units and requests incremental pricing up to 20 each on the basic. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 12/19/06. Hard copies of this solicitation are not available. There are no technical drawings/bid sets are available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. The required delivery is 160 days. Notice to all Contractors: In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement will be appearing in solicitation in the near future. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
