Description
Marine Forces Europe Electronic Security Systems (ESS) Maintenance Contract 1. Introduction: Headquarters, U.S. Marine Corps Forces, Europe currently possesses various ESS equipment installed within the confines of its headquarters. The ESS equipment is in place to ensure safety and security of personnel within the headquarters element. The equipment is in place to ensure that only authorized personnel are allowed access into the above listed buildings and provides the Force Protection Office with a means of measuring the level of security and requires various electronic monitoring and access equipment to enforce security of the site. 2. Scope: The contractor will be required to perform routine maintenance in accordance with (IAW) manufacturer?s recommendations and maintenance specifications or repair procedures on all ESS equipment currently in place. This required maintenance and repairs will be required to ensure that all pre-existing ESS and subsystems remain operational and function IAW manufacturer?s specifications. The contractor will be required to perform Preventative Maintenance (PM), Emergency Corrective Maintenance (ECM), and all other Non-Emergency Corrective Maintenance (NECM) that is associated with the MARFOREUR ESS equipment. 3. Applicability: The contractor will be required to perform PM, ECM, and NECM on the MARFOREUR system and all subsystems associated therein, to include at a minimum: Intrusion Detection Systems (IDS) - Logiplex Communications Systems Head-ends PCs, Switch, Communication Modems, Hub devices. - Logiplex Field Processing Panels - Logiplex Field Door Control Panels and Local Processors - Card Readers, Request to Exit Devices, Electric Strikes, Magnetic Locks, Door Sensors - Logiplex Access Power supplies - Balanced Magnetic Switches, Duress Buttons, Ultrasonic Sensors, Passive Infrared Motion Sensors, Vibration Sensors, and Tamper Switches. Uninterrupted Power Systems (UPS) equipment - Best Power - United Power Systems/Deltec - Altronix Communications Systems - Racal 1027 Data Encryption devices - SafeNet HS-R-T Data Encryption devices - Black Box Long Haul Modems - Burr Brown Line Drive Modules - CDI Encryption devices Closed Circuit Television (CCTV) Systems - Fixed Lens Cameras - Pan Tilt Zoom (PTZ) Cameras - CCTV Switchers - CCTV Video Recorders - CCTV Digital Video Recorders - Infrared (IR) Lighting - CCTV Monitors Cabling and Conduit - Coaxial Cables and Connectors - Cable TV Cables, Connectors and Jacks - Fiber Optic Cables and Connectors - Fiber Optic Transmitters - Fiber Optic Receivers - Fiber Optic Transceivers Public Address Systems - Federal Signal Audio Router - Selectone Power Supplies - Selectone Speaker Systems - Various equipment associated with Public Address Systems Fiber Optic Transceiver Power Filters Installed Infrastructure - NIPR Outlets and Patch Panels - SIPR Outlets and Patch Panels - Telephone Outlets and Patch Panels - Electrical Outlets and Sub Panels All other components in support of the MARFOREUR ESS and Mass Notification System (MNS). 4. Objective: The primary objectives of the ESS contract are: a. Provide immediate service associated with all security systems on a 24-hour basis, as required by the type of maintenance. b. Ensure all equipment is maintained according to manufacturers? warranties and preventative maintenance cycles. c. Serves as the focal point for all maintenance to the systems and provide timely corrective actions to the Contract Officer Representative (COR). d. Provide regular preventative maintenance to minimize the amount of down-time associated with all security systems and correct any deficiencies associated with the systems. e. Manage a maintenance reporting system in which this headquarters can input outages or discrepancies associated with the local system via phone or via internet. 5. To minimize the down-time associated with this maintenance contract the contractor must: Possess analytical skills sufficient to develop, coordinate, and execute complex and integrated requirements and programming tasks associated with this system. As the focal point for the system, the contractor will be considered the Subject Matter Expert (SME) for the equipment and accordingly will offer recommendations and adjustments to meet all security requirements. Actions can impact the safety, success, efficiency, and timeliness of MARFOREUR day-to-day activities. 6. Contract administrative parameters: a. Security requirements: At a minimum, contractors must posses and maintain a Secret clearance, with the capability to upgrade to higer if required. b. Estimated period of performance: i. Start date: 1 October 2007 ii. End date: 1 year, with the provision to extend the period of performance to follow-on years as funding becomes available. 7.
