AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is EP07L000115 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 453998 with a small business size standard of $5M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Wednesday, November 29, 2006 at 14:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gulf Breeze, FL 32561 The Environmental Protection Agency requires the following items, MEET OR EXCEED, to the following: LI 001, Amended w/Q&A: Q1. WHAT KIND OF SEATING DO YOU WANT IN THE BOAT? A1.Preferably, most center consoles of this type use a leaning post seat with a cooler underneath or have a back deck with a cushion for seating. A cooler locked into position with a cushioned seat would suffice. Q2. WILL A 19'10.5" OVERALL LENGTH DO OR DO YOUN NEED IT LONGER? KEEP IN MIND IF YOU GO LARGER THE COST OF ALUMINUM GOES UP ABOUT $800.00 EVERY TWO FEET. THE BEAM IS 96" AND BOTTOM IS 70". A1. That is the approximate size we are looking for. Q3. DOES THE MOTOR HAVE TO BE A CERTAIN BRAND OR AMERCIAN MADE? A1. American made. --------------------------------------------Boat The sampling vessel must have and meet the following requirements: Boat requirements: Length = minimum 20 feet Beam = minimum 90 inches Bottom width = minimum 70 inches Transom Height = minimum 20 inches Light grey color (olive drab green is unacceptable due to working conditions in extreme high temperatures) Aluminum all welded construction with a minimum.125 gauge thickness Slight modified vee in bow to handle coastal conditions. Floorboard installed to increase strength and reduce trip hazards Built-in fuel tank (30 gallon minimum) Center console with windshield and grab rail Navigation lights, bilge pump Tunnel hull for shallow water operation , 1, EA; LI 002, 115 HP Outboard Motor Outboard motor requirements: 115 HP Outboard motor – compliant with 2006 EPA emission requirements (http://www.epa.gov/otaq/marin-fs.htm) 20 “ shaft length Power trim and tilt Overheat alarms Designed for saltwater use Freshwater flush port Engine warranty Stainless steel propeller with proper pitch for high performance Hydraulic jack plate constructed of stainless steel and aluminum Hydraulic steering Installation of motor must include: Marine starting battery, battery box and battery switch New wiring harnesses New gauges (tachometer, trim indicator, speedometer, hour meter, fuel gauge) New gear and throttle controls with cables (flush mount, not side mount) New fuel lines and bulbs from the tank to the engines High quality stainless steel fasteners shall be utilized for the installation of all products. Stainless steel hose clamps shall be attached on all fuel hose connections fittings. , 1, EA; LI 003, Aluminum Trailer Trailer requirements: Designed for and fitted for 20' tunnel hull boat Hull supported by bunks (no rollers) Aluminum I-beam construction Dual axles with torsion bar suspension Trailer lights , 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com.
