Description
The National Geospatial-Intelligence Agency has a requirement for a Senior Program Consultant to assist the P Executive Committee (EXCOM) in building an effective decision-making team process; provide strategic planning and analytic tradecraft development expertise; and craft management workshops for P first line managers. STATEMENT OF WORK: 2. Requirements. 2.1 The Contractor Shall: 2.1.1 Consult with Director of Analysis and Production (D/P) and P Executive Committee (EXCOM) to build EXCOM into an effective decision-making team. - Establish rules for discussing issues and making decisions - Establish tracking mechanisms for implementation and evaluation of implementation. 2.1.2 Consult with EXCOM on a range of issues: - Strategic direction - Effective communication - Succession planning - Diversity - Tradecraft development - Effective management of P's operational and analytic talent 2.1.3 Conduct management workshops for all P first line managers based on the framework used in the publication "What The Best Managers Know and Do: An Analysis and Production guide for New Managers". 2.1.4 Develop a DRAFT training concept for Sr. Executives and DISLs. Link this training concept to Agency and P-level training programs for supervisors, the leadership program, PHOENIX. Also, link this training plan with IC executive programs and any future executive training initiatives led by the DNI staff. 2.2 Skills needed: - In-depth understanding of DOD, NGA, Command and Production Center relationships - In-depth understanding of Cartography, Geospatial Analyst, and Imagery Analyst occupation - Strong communication skills for discussing and documenting performance-related occupational data - Strong performance management skills - Ability to coordinate complex scheduling and multi-step processes. - Ability to work under pressure - Project/program management skills - Strong problem analysis/resolution ability 3. DELIVERABLES. The contractor shall provide the following deliverables: 3.1 Code of Conduct rules in the form of a white paper for requirement 2.1.1 3.2 White papers as required for requirement 2.1.2 3.3 Conduct up to 8, two and one half day management workshops for requirement 2.1.3. These workshops will be P specific and capture realities and behavioral requirements for managing op-erations and analysis. 3.4 DRAFT training concept for Sr. Executives and DISLs in the form of a white paper for requirement 2.1.4. 4. GOVERNMENT FURNISHED EQUIPMENT (GFE). NGA will provide a workspace with computer workstations and any historical documentation needed to perform contract tasks. 5. TRAVEL. NGA will fund travel at an amount Not-to-Exceed (NTE) $22,000. An on-site visit may be required prior to award of contract. 5. SECURITY REQUIREMENTS. Contractor must possess a current SI/TK/B clearance level. All document related to the assigned tasks will be controlled at the appropriate level. 6. PERIOD OF PERFORMANCE. The period of performance will be 12 months from the date of contract award, plus one 12 month option period. 7. LOCATION OF WORK. Work can be performed at NGA Bethesda, or may be performed at external locations approved by NGA managers. Occasional travel to NGA sites, Commands and Productions centers where occupation ele-ments are present will be required. Domestic travel has been approved and included in the contract cost. 8. PROGRESS REVIEWS. Progress will be discussed as needed with Tradecraft office personnel. More detailed progress reviews will occur as needed during the span of this project. END. TECHNICAL EVALUATION REQUIREMENTS: All proposals should address the following evaluation criteria. Cost is of equal importance when compared to all other factors combined. 1. Technical: a. Relevant knowledge of analytic tradecraft development. (When and how was the knowledge obtained? Through what agency(s)? Describe the knowledge and how it relates to this requirement.) b. Knowledge of NGA and the Analysis and Production Directorate: 1) Ability to craft and conduct training plans and workshops for development of management personnel. Provide examples and descriptions of plan(s) developed. Include dates and customers. 2) Ability to assist Directorate Executives with the development of Strategic Plans. 2. Management: a. Qualifications of Personnel (provide resumes). 1) Personnel must have recent experience and demonstrated knowledge of NGA?s Production Center relationships. 2) Personnel must be innovative and demonstrate ability to coordinate and multi-task with customers. 3) Personnel must possess excellent communication skills (writing, briefing, and interpersonal skills). 4) Personnel must possess ability to resolve conflicts. 5) Personnel must demonstrate the ability to work independently and meet milestones. b. Demonstrate ability to be responsive to customer needs in an evolving tradecraft environment and provide. 3. Past Performance: Describe relevant and recent (within 3 years) experience performing similar work. Provide points of contact, dates, and phone numbers. END.
