Description
RFQ GSA-TFI-2007-005 This is a notice that the Government intends to award a purchase order to LogiCube, Inc. of Chatsworth, California for two each CL7000 Cell Phone, PDA data extraction kits including in addition the CL7000-SVC (one-year) and CL7000-Extended Warrantee (2 years in all for base and extended) and for which the following minimum capacities and capabilities specified are mandatory. Portability, use, and ease of data extraction for a minimum of 150 cell phones, blackberries, and PDAs, data storage devices SIM and otherwise as described must be provided for from a single rugged case work-kit that has preferably a GUI from a touch screen and that is intuitive to operator from the entry screen. It must allows for easy Unit Under Test (UUT) identification for selection and attachment of an appliqu and which unit must not alter data. The kit must be user friendly and ease of use with little or no training is significant. All data extraction must be write protected by a suitable means that will not be questioned in cross examination. All data extraction must be time-stamped for audit and chain-of-evidence purposes. This kit must extract all data types inclusive of but not limited to digital data, image data, audio data, video data and native formats. There is also a requirement for 24/7 support by telephone to be available 365 days per year. The internal software OS must be supported with updates and maintained continuously on an annual renewable basis and or with extended warrantee availability. With maintenance and updates services there must be provided as a part of this annual services additional cell-phone/PDA adapters to bring the unit current with market trends for such new devises as are in the marketplace. There device must be attachable to another computer by a computer interface by cable, USB 2.0, IR, and Bluetooth. To learn the system must take minimal contractor assistance. Space for a minimum of 40 device appliqu?s must be available in the kit casework assembly. There must be cell phone, PDA attachment devised for the major CELL/PDA devices on the market (16 to 18 for example). This rugged, single casework assemblage kit, must fit under an airline standard coach seat as carry-on luggage. There must be internal software and interfaces for SIM and Flash Media ports for data extraction as well a Media card reader. There must be devise operation options on-screen for selection of cell phone, PDA, SIM card, Memory card, etc. There must be device UUT selection easy selection preferably from a pull down and or on screen list which pictures the UUT along with other similar ones to allow for selection of the correct UUT. The screen must be capable to control and display all extracted data in native formats: Voice, Video, Photo, Digital, etc. Selection of the UUT on screen for example must automatically set up the unit for data extraction as selected, except for applique attachment to the UUT and kit input head assembly. All operator actions must be time stamped and recorded. Extracted data must be recoverable from CDMA, GSM, TDMA, and iDen type cell phone and PDA technologies. The device must acquire all the date such as but not limited to handset time and date, serial number, missed calls, dialed calls, received calls, phonebook, text messages, deleted text messages from SIM, calendar, memos, to do lists, pictures, video, audio, and other files. Data produced must be in XML format and reports must be in HTML format available via USB 2.0. Technical Evaluation will apply to each offer or capabilities statement on the basis of their technical merit based on offer complete description of their systems technical details, quality of their other products for the same or similar purpose, and past performance. Price is an evaluated factor but is significantly less than technical sub-factors which listed are in their descending order of importance. The Government intends issuing a GSA purchase order under commercial terms and contitions against this combined synopsis and solicitation after evaluating offers found acceptable and to the best value offer.
