Description
This Request for Information (RFI) is NOT a Request for Proposal (RFP) or Request for Quotation (RFQ) nor is it a commitment by the Government to issue a solicitation on the basis of this RFI. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information submitted as a response to this RFI. The Department of Homeland Security (DHS) is seeking information regarding Commercial Off the Shelf (COTS) software (with minimal customization) for web based U.S. Government purchase card training that is to be administered centrally at DHS Headquarters and utilized by approximately 25,000 purchase card program participants from seventeen (17) components within DHS. The purpose of the application is to provide online training of the Government Purchase Card Program and to track the successful completion of the training by the Purchase Card Program participants. At a minimum, the system should be capable of delivering training from a DHS portal environment; provide a login screen be able to capture first name, last name, component and DHS email address; provide a capability to track participants and provide a report of participant completion; meet DHS Public Affairs guidelines; be able to administer a test and print out a certificate; meet Section 508 accessibility compliance; and, meet security requirements necessary for the application to be hosted on DHS platforms/servers. Companies responding to this RFI should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, HUBZone small business and/or service disabled veteran-owned small business. Please inform us if your company is an authorized dealer for the software being suggested or if the company is the creator of the software. Ensure your response contains your company name, street address, point of contact with phone number and email address, and company web page URL. Limit your responses to 2 pages. If including proprietary information in the response ensure proprietary information is marked appropriately.
