Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N66001-06-R-0041 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This procurement is 100% set-aside for Small Business. The North American Industry Classification Systems (NAICS) Code is 713930 and the small business size standard is $5 MIL. This requirement is to provide facility support services in maintenance, repair and installation of new and existing collateral equipment in direct support of the U.S. Navy Marine Mammal Program. A list of contract line item number(s) and items, quantities and units of measure is provided in the attached RFP. Description of requirements for the items to be acquired is provided in the attached RFP. Dates and places of delivery, acceptance, and FOB point are provided in the attached RFP. The provision at FAR 52.212-1, Instructions to Offeror-Commercial, applies to this acquisition including any addenda. FAR 52.212-2 applies, Evaluation-Commercial Items. The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors will be evaluated based on the information stated in the attached Solicitation. The price to the Government will be evaluated to determine cost realism and reasonableness of proposed price. Offerors shall include with its offer a completed copy of the Provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items; DFARS 252.225-7000, Buy American Act and Balance of Payments Program Certificate; The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Dense Acquisitions of Commercial Items applies to this acquisition. Applicable FAR and DFARS clauses are included in the attached RFP.; Also, DFARS 252.204-7004, Required Central Contractor Registration. Copies of the Provision can be obtained by downloading from the FAR website at https://farsite.hill.af.mil . The clause at FAR 52.212.4, Contract Terms and Conditions-Commercial Items applies including 52.214-35, Submission of offers in U.S. Currency, and FAR 52.211-5, Material Requirements. The clause at FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders- Commercial Items applies. The additional terms and conditions apply, All offerors shall be registered in the Central Contractor Registration (CCR) website at www.ccr.gov . No rating has been assigned regarding the Defense Priorities and Allocations System (DPAS). Numbered Notes are not applicable.
