Description
The Department of Homeland Security (DHS) intends to enter into negotiations on a sole source basis with The MathWorks, Inc. 3 Apple Hill Dr. Natick, MA 010760. This is a sole source requirement to Math Works, Inc., to develop a forensic audio and video lab software tool in the MATLAB environment that can be shared within the entire range of national law enforcement entities. Math Works, Inc. has primary rights to the MATLAB software suite. Utilizing MATLAB software ensures compatability with most forensic laboratories across the country so that they are operating on the same architecture system. The software tool will compile an easily installable stand-alone Windows executable package of MATLAB forensic tools that include a broadband audio enhancement tool, a pulse removal audio enhancement tool, an am-fm tone removal audio enhancement tool, video demultiplexing software, a speaker identification system, and a forensic phonetic toolset. The package will also incorporate a general process and workflow for packaging future tools as they are developed. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Only notifications received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respond NLT Thursday, March 30, 2006, 5pm EST.
