Description
BUREAU OF THE PUBLIC DEBT OFFICE OF INFORMATION TECHNOLOGY REQUEST FOR INFORMATION The Bureau of the Public Debt (BPD) is assessing the market to gain information for commercial off-the-shelf (COTS) accounting software products that will allow better management of franchise business operations. Currently, data is maintained on several standalone systems and/or spreadsheets that have no centralized repository. Updates to information and files must be made independently and then combined manually. Accordingly, an integrated sales, accounting, costing and inventory software product is needed so that Public Debt can maintain current and historical costs for equipment, software, and/or services that are provided through our franchising operation. The proposed software solution(s) must have the following capabilities and features: General Business Tasks: General Ledger, Accounts Payable, Accounts Receivable, Budgeting, Cash Management, Purchase Order, Report Writer, Sales Analysis, Order Entry, Time and Billing Inventory Control, Customer Relationship Management, Job Cost, Project Management, Sales Force Automation, Fund Accounting, (Government), and What-If Modeling for cost models. Requirements: Up to 50 concurrent users, Maximum 200 users, Browser based client - Internet Explorer 6, Database Server - MS SQL, Oracle or IBM DB2, Import data into Time and Billing module from BPD's Payroll System. BPD can export to ASCII and other file formats, Import data into Accounts Payable module from BPD's Procurement System. Build Bill of Materials for bundling into other Bill of Materials, Min of 4 levels, Role based security. OIT is requesting technical product literature that will demonstrate the vendor's ability to meet the specified requirements, commercial price lists (if available), and references (agency name, point of contact, and phone number) only, at this time. However, at OIT's option, evaluation software, product demonstrations, and/or technical presentations may be requested from vendors responding to this announcement. Please note that this information is being requested for information and planning purposes. The Government does not intend to award a contract or otherwise pay for the information requested. OIT will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, OIT may subsequently issue a solicitation to acquire the appropriate tool(s). Any such solicitation would be based on a strictly functional statement of requirements in order to maximize competition. Information sent in response to this request shall be emailed to psb1@bpd.treas.gov no later than November 30, 2006. Please note that no Synopsis/Solicitation document is available at this time.
