Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-07-T-0024 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on a Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 611710; The Fire, Safety, and Emergency Management, Naval Air Station Jacksonville Florida 32212, requires the following: STATEMENT OF WORK Retirement and Benefits Counseling for Special Pay Category Employees Objective: Navy Region Southeast office of Public Safety intends to provide retirement and benefits training for the approximately 675 Special Category GS-0081 personnel in the Region. Current resources for this specific retirement category are not available and have not been provided in the past. This type of educational resource has been identified as an Agency requirement, and provided in every Region routinely for other GS, WS, and WG personnel that are not in the GS-0081 Special Category series. Work Locations and approximate number of personnel to receive training: NAS Jacksonville 75 NS Mayport 50 NAS Key West 61 NWS Charleston 51 NAS Panama City 14 NAS Pensacola 137 CBC Gulfport 18 NAS New Orleans/NSA 48 NAS Meridian 51 NAS JRB Ft. Worth 39 NAS Corpus Christi 75 NS Ingleside 24 NAS Kingsville 42 Specific Requirements: Request training early in calendar year 2007, Jan or Feb. Contractor will provide a retirement and benefits workshop and training to Special Category GS-0081 and other GS administrative personnel on civil service retirement components to include CSRS, FEFS, CSRS offsets, FERS changeover processes. Contractor will be able to clearly describe the effects and impacts of Special Category pay to GS-0081 personnel as it relates to pay and benefits, retirement annuity, Thrift Savings contributions, sick leave, health benefits, buy-back of military time, and the National Security Personnel System (NSPS) as it relates to retirement. Contractor will provide workbooks, booklets, and required forms and individualized printouts to each participant depicting Retirement Annuity, TSP Annuity, and Retirement Supplement/Social Security. Additionally, costs for ?Re-Deposits? and buying military or temporary/seasonal time versus retirement benefit. One-on-one interviews (to include spouses at the discretion of the participant) will be offered to individual benefits and retirement issues. Due to the unique firefighter work schedule, contractor must provide multi-day training at each location to cover a minimum of two 24-hour shifts and to allow movement of personnel between fire stations to ensure maximum participation of employees. Coordination with installation fire chiefs will be required prior to conducting the workshop. The government will provide adequate work space, LCD projector(s), dry erase boards, printer and paper for individual printouts.
